Yes. You should seal your designs with a top coat and cure under a LED lamp for 60 seconds or an LED lamp for 120 seconds.

Yes, you do need to apply either a regular Top Coat or a No Wipe Top to seal in your loose glitter. Clear Builder Gel is also good for encapsulating chunkier glitters or decals.
